確実に覚えられるように、意味の違いの確認をまとめてみます。
no more than ～ 「たったの～、～しか」などの意味で、onlyと同じで、少ないことを強調します。
no less than ～ 「～(ほど)も」などの意味で、as much as ～、as many as ～と同じで、多いことを強調します。
not more than ～ 「多くても～、せいぜい～」などの意味で、at (the) mostとほとんど同じです。
not less than ～ 「少なくとも～」などの意味で、at (the) leastとほとんど同じです。
He walked no more than 500 m. 「彼は500メートルしか歩かなかった。」
He walked no less than 5 km. 「彼は5キロも歩いた。」
He walked not more than 3 km. 「彼が歩いたのはせいぜい3キロだ。(彼は3キロ以上は歩かなかった。)」
He walked not less than 3 km. 「彼は少なくとも3キロ歩いた。」
